The Smartphones (I'm guessing that's the type of phone you wanted) that are available to the general public typically only reach $900. It depends when you want it. If you want it, say, 6 months from now, wait for the Samsung Galaxy S3. If you need it now, go for the iPhone 4S or Samsung Galaxy Nexus.
