I do not live in the United States and i do not have an address there also

....Why do i need to enter billing information to buy an item on PSN? ....What do they deliver to that address? ....Why can't i simply just enter my credit card info and buy the content without billing address information?

It's not a shipping address, it's a billing address.

The billing address is where the credit card statement gets mailed to after you purchase something. In order to verify that you are the owner of the credit card, you are required to enter the billing information online in order to verify that you are the authorized user for that card. If the billing info does not match, the transaction is declined.
