I have recently started using Adobe premier. But when I add a mp4 video to video number 1 timeline my Adobe premier cuts off the picture. And when it renders it is cut off.

Does anyone know how to fix this?

most of the adobe video editors require you to edit the session to be the length of your end result, eg if you want to do 5 minutes worth of video total then you make your session 5 minutes long (you get the option when creating a session)

yes, for any session, you must specify the total length

if you try to add 40 minutes of video into a 30 minute session, then 10 minuts of your video will be cut off

As part of your workflow, you must specify a total length, resolution and aspect ratio.
