I bought a washing machine and extended warranty from Comet. After four years it has broke and Comet have wrote off the machine. But they are going to issue vouchers for a new one. The equivalent to that from Comet is out of stock and the next one in line is not as good in many different ways. I have seen a nice one on Ebay. Could I get my money back?

As I understand the Comet scheme it specifically precludes refunds/cash payments (understandably - you've had 4 years of use for your money and they don't want to be giving you cash to spend somewhere else!) as it is a warranty and not an insurance policy. The agreement is to replace the product (or provide an equivalent if it is no longer in production) from Comet stock.

Does the warranty state that they'll give you cash for the machine? You should read up on the pamphlet they gave you and see your options.

your current machine has been used for 4 years, i don't think they will give you cash for it. Tell them about the nice on ebay, maybe they can find you a similar one.
