If iPhone 5 would release this year, would it be worth upgrade from iPhone 4s to iPhone 5?

Even with rumours, this is extremely hard to answer. For some, the upgrade is worth it, and for others, they are happy with the 4S and don't need to sign on to a brand new contract and spend more money. So, it depends on the user.

Exactly, it's not bad staying behind the curve. People still use 3G/3GS devices that came out in 2008-2009 respectively and they're just fine. No need to rush and get it unless you really want to. I personally have a 3G and it's going fine. It's certainly showing it's age, but it's fine.
