The iPod Touch doesn't have the graphical horse power to both render everything on the screen, as well as encode and stream a mirror video out. Apple must have felt that the performance for iPod mirroring wasn't up to their standard, so they left the feature out.

Remember, Apple didn't update the Touch last year. If they had, we would have most likely seen a Touch that would have the power to mirror it's display.
