My android phone was stolen a month ago. There were no applications installed that would've helped me to track or remotely wipe the device. I tried to install Lookout's Plan B from my PC. But it looks like the phone is not connected to data all the time. My google account activity report shows that the phone has been used to access data. But the thief is careful enough to access data only for a limited time and switch it off later. Google play tries to install any tracking app for sometime and then gives up. How do I make sure that an app gets downloaded as soon as the device gets data access?

If you report the IMEI Number stolen, the authorities can often disable the phone, or at least put out a search. Also, make sure that you report the phone stolen to your network, so they can disable the Sim Card.
