i would say for starts if you have to ask you havea lot to learn before your ready for one :)

but ok here goes technology is no different then any other , first your goingto need sponsors or backer lots of the these things cost boat loads of cash, now before you go out looking for this you had better make sure you have some pretty killer stuff to show and a plan for not only how its goingto be useful and everyone will want it but how its going to make that boat load of money back and how long you believe it will take :)

start posting around on all the big tech forums and boards and site with your idea's and plans get a big gropup behind you then start your own site to promote the heck out of it pick a location and move forward as if its already happen call and book the place you plan to hold it and make the plans for fileing any and all permits that may be needed if any to pull it off ..

once you have this going and the VIPs start coming back start knocking on doors for funding everywhere pray you get what you need ..

bug thing is money or not you have to proceed as if its already happening and you have several thousand coming if you don't its pretty much a waste I have plan indie music fests and the like and its not easy it not cheap and it takes a lot of planning and non stop almost 24/7 work by many people I would also give your lawyer a call you may find legal advice a good thing along the way ..

if you already dont have a pretty good sized seed group interested I would say your a long way from any of this .

... this question means nothing... it is so vague that no one can possibly give an intelligent answer.

What kind of technology and what kind of developer?

Things you need is a venue, people to attend, people to give speeches and workshops, catering, advertisement, and some method of registering, just to name a few. If you have never helped organize a conference or been to one, chances are you should not try to jump into the deep end.
