No, you'd have to call your provider to activate it or just go through iTunes to activate it.

Activation and ordering and setting up plans are not the same. They setup your plan and then when you get home and plug it into iTunes it will activate the phone and your service will begin.

Buy it on Craigslist, Amazon, Ebay or on the Apple Store without a plan. If you wanna buy it at the Apple Store without a plan, you'll pay a higher price. Everywhere else, you'd probably get it used or at a higher mark up.

the iphone 5 will be coming out very soon so it is not a good idea to get the 4s (even if you want one, when the 5 comes out, the 4s will have a major price drop.

PS if you are not paying the full retail price for the iphone then the plan selection is to make sure that you agree to a contract that will have you overpay each month to use the phone that way they make about $2400 from you within 2 years.
