I have a friend who has a business. He has cameras there convected to a router and to a PC (or that's at least what he told me). He wants to get the image from his cameras (or from the computer to which the cameras are connected to) to his house computer. I recommended him using Remote Desktop Connection software kind of thing like TeamViewer and have his work PC turned on all the time. Would this setup work?

Yes, this would work but the RDP protocol must be allowed and forward in the router or server. And also think about the risk of just the RDP protocol. But see if the camara's are capable of streaming video some ip camera's can stream trough the Internet.

If you have an issue with TeamViewer I would suggest LogMeIn. I use it and the free version allows for remote control with a computer and control with an iPod Touch/iPhone and I believe they have an Android app as well.
