Are you looking to host video or embed it?
Is the site a video hosting site? Or a blog where you are posting videos to.
As for server. When doing video sites you need lots of space.
Videos take up a lot of room unless if you know how to make good codecs.
We have a whole server rack just for hard drivers.
You also need good servers for converting video. Good to have ones with super fast CPUs. You also need bandwidth. Fine a host who sells by the TB not GB.
If you do need a server. Talk to serverguys.biz They sorted us out on our site.

If possible use a service like vimeo or youtube for video hosting, and keep a backup copy of each video on your FTP server and put the links to them in the html code of the site (just comment them out)
keep in mind that you can do private and unlisted youtube videos and channels
I don't recommend allowing other users to upload videos as if they post something copyrighted, then you can find your self being sued by some random company
also creating a site like youtube or something along the lines of it requires someone highly skilled at web design and the various other back end programming, but a blog like site can be simple especially if the users are adding their own content and using sites like youtube for content hosting (you can even allow for users to post their own HTML then use the premade templates from youtube for embedding the videos)
