How to play Half Life: Decay multiplayer on internet?

I made an account on steam but cannot add friends as i have buy a game first. But i want to play half life decay which is a 2 player game, originally released for ps2.

I tried this link, but i did not have decay on the tools dedicated server list. http://decay.half-lifecreations.com/?content=article&action=view&sub=manual
