Just out of curiosity, why can't you use a desktop editor? There are a few online editors, but you really can't do much more than cut out footage. If all you want to do is add commentary to a video, you can record it in something like Audacity and then import it as music (as the pother poster suggested) to some online editor, but you wont probably wont have much flexibility with it.

If you are able to download one and install it, Windows Movie Maker may be a good place to start, and if you want to go more advanced, try out Lightworks (lwks.com).

Even Windows Movie Maker? Honestly, you wont find any good online video editors. I've tried some before, and the most you can do is cut out footage and add some limited effects. You can't even put titles on many of them (you can't on YouTube's editor, but you could use annotations instead).

As of right now there is no advanced online video editor, the one with good feature I see is Youtube's video editor.

YouTube is a good one and you can try it. Have you tried WeVideo? It is good too.
