When a game is blacked out, why don't they put something else on for the blacked out markets?

Question pretty much answers itself, why don't they put anything else for the market they black out? I mean I'm in New York, and the Yankees as of the 16th of September are playing the Rays, and since it's a local game, they black it out here on TBS. So, why don't they put on a movie or something when the game is on? I was just curious and flipping channels when a commercial came on.
