if you could find a used HP touchpad then that would work (provided you could find a cheap bluetooth GPS receiver), PS tablets cannot be left in a car as the batteries cannot handle the temperatures and IPS panels do not like very high or very cold ambient temperatures.

but if you can go without a 10 inch screen, you could get a nexus 7 (it offers everything you want and if you install the navigon software, it makes pretty much the best GPS on the market.

It is just a shame how companies like garmin can charge like $300 for a 5 inch GPS with a TN display, 128MB RAM and a 700MHz CPU in 2012 when you can get a tablet with a built in GPS support, wifi, bluetooth, 1GB RAM, NFC and a bunch of other sensors, a louder speaker, better CPU (quad core tegra 3) and better battery life.

If you need forget getting a 10 inch tablet and go with a nexus 7.

The Blackberry Playbook is a good option for him as well, however it does have two cameras, and it's Blackberries' OS. However, easily remedied by rooting and dumping that for Cyanogenmod.
