App to use Android or iOS device as webcam?

Is there an app that allows me to use my Android phones's or my ipod touch's camera as a webcam on my Windows computer? thanks!

p.s. I would prefer an android application

For iOS you do have the application iWebcamera. It works perfectly, (just video no sound). I tried it last year and it's great so long as you have good Wi-Fi strength. It'll lag about 5 seconds, but that's normal.
