Microsoft Silverlight won't fully install

I want to install the Fender Fuse software, and it requires Microsoft Silverlight. The first time, the Fender software started installing it automatically. The installer went to "installing... 99%" and then stopped responding. Then I downloaded the .exe from the Microsoft website and ran it, and it did the same thing. Then I re-downloaded the installer, and tried it again. It only said "installing..." before it stopped responding. Does anyone know what might be the problem?
