It's because it doesn't work, and even if it did work it would be self defeating. If everybody does it equally well then it cancels itself out. Only one site can be first, only 20-50 can be on the first page of any search results. And ultimately you can't buck the market. No matter how well 'optimised' your site may be it will find its own level eventually. If you're going to fork out cash in support of your site do so on good, old-fashioned advertising, not on the arcane arts of SEO!

I would not shell out anything... Some companies do shady things such as link farms to get you up there, but google is not fooled by this and it will ignore these farms...
