Looking for an iPhone app

So this is what im looking for:

my mom is looking for an app for her iphone that will allow a list of numbers to go though with a special ringtone even if the phone is on silent so when an emergency call comes in she knows she needs to take it right away. What apps are out there that can do this, preferably free or low cost. Or is there a setting on the phone that will do this?

I think there's a tweak (if your jailbroken) on Cydia for this. AnyRing handles the special ringtone, and there's a tweak called CyDialer that'll let you contact your most important people right away from the lockscreen.

This is the only possible way to do this on iOS. You must jailbreak the device. iOS apps (via the app store) do not have the necessary permissions to interact with system ringtone settings, let alone setup individual ones on a per-person basis.
