How do I get Microsoft .net 3.5 to work?

I have just uninstalled .net 4 because of my HD Pvr 2 and now I am trying to install .net 3.5 and it is just saying you need to go into turn programs on and off. I have already done that and it is saying it is there but it is not installed.

How do I fix this?
