Basically, is a calculator with CAS(computer algebra system) more powerful and contains more functions than one without CAS?

Yes; however, if you are still in school there are certain tests that do not allow you to use a calculator with the CAS feature. They will check to see what type of calculator you have before the test and if you have a CAS one they will take it and tell you you cannot use it.
