[closed] iPad (iPad mini) personal hotspot feature

I have an iPad mini (wifi + cellular) on verizon.

I pay month to month, no contract.

My question: is there a fee for me to use the "personal hotspot" feature? What are Verizon's "rules" associated with hotspotting? Any additional details would be great.
