YouTube and Google AdSense problem

I had an old YouTube channel that I still have that I do but don't want to close. (It's like closed but it's not all the videos are private and it's basically a archive for me.) I am trying to change my AdSense stuff over (Got a new bank and address info because we moved). I sent in a application a few months ago but they sent me a reply saying that they denied it; telling me to use the other one. Now I can't seem to send a new on in even though the old one is out of date info. (The YouTube account has no strikes or warnings.)
