There are some vehicles available as a regular car(Non-PZEV) and PZEV. What are the differences between the two?

PZEF seems to be some sort of economical engine that emits little to know damaging gases.

I would assume from this that there are manufacturers modifications to the car, such as maybe an electric or hybrid engine to reduce emissions.

The best way to get information would be to speak to the dealership and ask them what the exact differences would be between each model, that's pretty much the only way to get completely correct information.
