Why can't I format my external hard drive? It gets stuck at this level (see screenshot)

Please help! Also, suggest any third-party apps that can allow me to format my external HDD.

[Like in the screenshot, this is the maximum I'm able to format -- it never goes past this level]

P.S. It is a brand new HDD; I rarely use it. Don't know why it is behaving this way. It's a Seagate product.

to add a line break simply add two spaces to where you would like the new line to be.
