What operating system are you running?

Also, this will not work, someone will have to be logged in at least on Windows, they can be in switch user mode, but they at still "logged in".

Someone has to be logged into Windows on one of the account for music to begin playing. Windows is designed to not run programs until someone logs in. However, you can log in start playing music and then press windowskey + L and have it look like you are logged out of the computer.
