Why does it take so long for an app to be approved for the App Store?

Apple has to verify that each app doesn't:
contain malware/spyware
have significant bugs
have poor quality/bad UI

Apple also has to make sure that it doesn't contain offensive material or material not suitable for minors.

It's all about quality and assuring that they are doing the best that they can to keep the end user happy.

The approval makes sure your app does as advertised, doesn't use private API's, and doesn't crash, this brings testing along with the look of other things that Apple doesn't allow in an App
