Flight Sim X Virtual Airline?

Do any of you remember the old game Flight Simulator X? Ha ha, I know it's an old game, but it has an amazingly active community. I'm wondering if anyone has any idea how to start a virtual airline? I know I am going with the software pvpVMS, but that's about it. I know what all is included in a virtual airline, but cannot wrap my head around what all I need.

I've started a dedicated server for fsx. I figure by starting a virtual airline, and running it on my dedicated server, it would attract some people. We have fifteen members now, and they suggested I make this virtual airline. I simply don't know where to start.

If any of you have any suggestions, that would be great!
