I understand that Ubuntu is an operating system for the computer and they released an OS for Android. But will the OS be free like the one for the computer so you can easily download it and install it on your Android phone or will specific devices come out with Ubuntu?

There are currently several mobile/tablet based movements going on involving Ubuntu.

  1. Ubuntu for Android (Official): This is a hybrid setup. While you're walking around, being mobile, your phone will continue to look and behave like a regular Android device. But when, you dock it, you get a full Ubuntu desktop. The idea behind it is that you can take your work with you, and not need to transfer files around as often. It is currently not available. It also cannot easily be added to Android because supposedly the two share a kernel (Android and the desktop Ubuntu package).
  2. Ubuntu for Phones (Official): Ubuntu for Phones is a new mobile OS written entirely off of Ubuntu (or a modified version of it). It was made completely in-house by Cannonical and other Ubuntu partners. It is also not available in it's entirety but there are images you flash to your Galaxy Nexus or Nexus 4, to get a feel for how the OS will run.
  3. Ubuntu on Android (Unofficial): This one isn't official, it isn't necessary stable, but it is available to everyone, and fairly popular. Basically, a modified version of Ubuntu (made specifically to run on ARM) is run on-top of Android (so no, not native) which can be accessed via the command line. Some apps are available to do the installation for you, there are even packages online that have everything done for you and just need to be run from a terminal emulator running on Android. Some of these images contain VNC servers so you can access Unity/KDE/Whatever you prefer.

There is an official Mobile Ubuntu and there is modded Ubuntu that you can run on a mobile.

The official one is a mobile operating system while the modded one is one that runs like a desktop.
