If it's not a BIOS or driver problem then, It definitively could be a voltage problem which could be narrowed down to one of the following cases:
You over-charge your battery by keeping your laptop plugged in a lot of time.
The voltage coming from your all outlet (in case the laptop is plugged in) is unstable (too high or too low) thus, causing problems with the laptop components which could affect the monitor as well.
Maybe that new battery you bought is defective (causing voltage problems as aforementioned)?
There could be a problem with your charger/charger cables causing over/under volt.
The power female socket inside your laptop might be having problems.
Maybe a few defective capacitors somewhere in the power circuit inside your laptop.
Another very famous problem is somewhere in the circuit that controls switching on/off your monitor when u open or close your laptop's screen. It's very common especially among Acer laptops (I personally had this problem before)
