I've been using one called CubedHost. My experience with them has been very good actually, the server connection is extremely good and there's never any lag (Except for that one time I accidentally made a large tower of cactus and they all fell). Their customer service is very good, they are Bukkit ready, have a simple control panel to use. Plus they've had 99% uptime (Except for scheduled maintenance!
You can get a 256mb server for $3 a month, although I doubt that be enough for 10 people, however you can still get a 1.5GB sever for $18 a month. They have a little slider thing. I've been using a 1GB French server which is slightly faster since they use SSD, but if you live in the US it'd probably be worth getting a US server since it's closer.
Here's the link: https://cubedhost.org/

A server I used to play on got one not made for minecraft, they configured it themselves and installed bukkit, and their website, and teamspeak, from the same server, and you can use space bukkit for webcontrol panel

after you get around 400MB of RAM, you can handle a ton of people.
For a while, I was hosting a minecraft server for a gaming clan, they wanted to test out minecraft so I hosted a server for a month.
with about 200 users, it was using close to 1GB of RAM but there were no lag issues (was on a Phenom II x4 965 overclocked to 3.8GHz)
My ISP is verizon fios 30mbit down, 25mbit up.
My friend runs a minecraft server for a few of his skype friends. 256MB RAM and usually has around 20 people on at the same time during the weekends (he runs it on a old laptop with a busted LCD (only has 512MB of RAM (would have more but one of the memory sticks failed) but ubuntu uses about half of it) only time it lags is when you line the floor of a mine with TNT and set it on fire. (the laptop uses a core duo T2300)
