there is no better expert about what belongs to you then yourself :)
you want to promote your website then go and do it , its as simple as that go out tell your friends neighbors put an ad in local news papers low cost to put ads in numbers of magazines ..
you dont even need to pay someone to promote it online just post and update your site more with interesting interveiws this is why and how blogs are so popular the one updated and posted to most more popular then ones with 1000 storys just dumped on them and forgoten for a year post 4 , 6 or 10 storys every day at regular times ..
its not all about being Number one in seach or having a banner farm for back links if you have interesting content and are socail enough you can get the eye of many with little $ spent soon the advertizing is free like facebook the like button and fan page gets them billions in free advertizing every week and year ..

Well, that all depends on the format of your website. Personally, I have seen a lot of people put up posters in public areas, buses and lightposts (just make them appealing, noticeable, but not too heavy on the eyes). Then try to get someone to advertise it for you (or do it yourself), if you know someone who is already established, that could give you a good jump-start. Post ad's on forums that allow it (make sure to ask the admin of those sites). If all else fails, hire an expert.
