does anyone know of an application that can limit different ip addresses to a limited amount of bandwidth. i was on the xbox 360 and my girlfriend was streaming a tv show to her phone using alot of the badwitch i would need to game. my router does not have this feature built in so i am looking for a third party app. Thanks for your time!

This sounds like something you'd setup on a router. Even then most consumer oriented routers will only have bandwidth prioritization.
The only way to really avoid that would be to have a computer act as a router, or have another computer use some sort of spoofing technique (such as ARP spoofing) to pretend to be the router and then prioritize devices. This would be inherently slower as it would be just one more stop for the traffic.
Better Solution: Politely ask your girlfriend to stop streaming, or ask her to use a different network :)
