I know it comes on ARM devices, but can it be installed and run on other architectures? If you don't need the 'full' Windows 8 on your system could you run RT?

No, it will only run on processors with ARM instruction sets (Most use x86 instructions). It is a difference of chip architecture.
Microsoft has released no plans to indicate that they would now or ever release RT for non-ARM computers.
In order to use it on an x86 system you'd need to compile it specifically for x86. Depending on how they wrote it, and the libraries and other files they include, this could mean a lot more work. Since Windows is a closed-source platform (along with OS X) it will be almost completely impossible to get the necessary source code to compile for x86.
