I wanted to start filming and editing video's but I realized that Windows 7 does not have a built in video editor.
I want to know of a good free video editor that will run fine on a computer with a 1.7 GHz Processor and only 512 MB of ram (504 MB after Video share) I only need it to splice video, nothing fancy.

Try Camtasia Studio. I have it. It does have a free trial for 30 days and if you decide to buy it then it would cost $300. It is worth the price and a link will be provided to give a look at the product!
Really if you want something simple this is the program that your looking for

: Also to add to what I was saying. Their is a Windows Movie Maker that you can download for free. It has the option on this version to let you save your videos in HD and it does have some HD settings to make your videos in 720p and 1080p. After Windows 7 came out you had to download Windows Movie Maker but here is what I found that Microsoft told me a while ago even when I was looking for Windows Movie Maker for myself! Here is the link [Windows Movie Maker ]
