I'm actually thinking that a Chromebook might fulfill your dad's needs. They're usually cheaper than other laptops, and I don't think that your dad is going to be doing anything more than web browsing, so it might be a perfect fit, and you don't really have to worry about antivirus software slowing down the computer with a Chromebook.
If you're looking for something more powerful, I think that a 13" MacBook Air would be better. The MacBook Air is also very lightweight, it's much more powerful than a Chromebook, and it still gets great battery life.

I wont lie, i have my eyes on the thinkpad tablet 2 that recently came out.
but that might be a little beyond him if he is not good with tech. If all me wants to do is go online and check mail. in that aspect, I agree with @catchatyou a Chromebook might be the way to go, IF he will always have access to the internet!
If he already has an iPad i don't see the need for yet another tablet.
my personal recommendation is just a normal laptop. My recommendation is a ThinkPad.
