Does anyone know the best way to run jellybean on windows? I have seen a few tutorials on YouTube but they all seem obscure or laggy.

There aren't any. If you want one with no lag what so ever, I'd recommend getting a real Android device.
I do have an Android device, but I thought it'd be cool to run it on my computer if it wasn't so slow. Thanks
I mean, it's going to be slow because you're emulating everything on your computer.
Different computer architectures, they are 100% incomparable, except using emulation.
There are x86 builds of android floating around from several different teams, and Motorola makes one (for their Razr i x86 phone). That will run natively on most PCs. Most of these builds will run natively on PCs.

I would suggest using VMware to use Jelly bean
VMware does not make a VM for android to the best of my knowledge. and if they did you would not get the same results as running it on a native device...
Up to 2 attachments (including images) can be used with a maximum of 524.3 kB each and 1.0 MB total.
