What kind of monitor is it -- an old CRT, an LCD or LED (collectively, a "flat panel display")?

I know CRTs that are dying can star exhibiting crazy stuff, like wavering/flickering/shaking images on screen -- is that what you mean by your monitor is shaking?

Is it a crt or lcd?

CRTs that collect dust tend to cause picture issues. This site has an absolutely insane amount of wealth of information based on crts. http://www.repairfaq.org/sam/monfaq.htm

You can also try searching up lcd on http://www.repairfaq.org/.

I doubt many solutions to the problem will be safe.
