I've been looking for a program that syncs with Google reader, but is an actual program I can have running on my desktop.

You can export your feeds and import them into Outlook, I used to do that and it worked well for me. I have also seen some desktop Google Reader clients but I don't remember the names.

Liferead Feed Reader for Linux. On my windows machines I just bookmark the feeds and read them in Thunderbird.

Not sure what to recommend for Windows, but I send all my feeds through Mac Mail so when I start up my Mac and Mail opens, I can see all my RSS feeds right with all my emails. Really handy to combine the two. I'd look into doing that with your current email client, if you use one.
