Sort of yes. Its called facetime. It will allow you to do a video call to someone with another iphone 4 over wifi. |

It has an iChat equivalent called FaceTime. It won't work with iChat, it only works with other iPhones using FaceTime. |

No but it does have facetime which is a video calling app that is only usable on wifi to anouther iphone 4 using wifi but apple are working on making it for 3G but it will most probley be on 4G when is comes in. |
