So, while studying, I read that some plenum cables have PVC in them. Is this true and if so, doesnt that defeat the purpose of having plenum cabling being that plenum is supposed to reduce the amount of fumes released?

Plenum cable is jacketed with a fire retardant plastic jacket of either a low-smoke polyvinyl chloride (PVC) or a fluorinated ethylene polymer (FEP)
