How can I upscale mp4 video's on my computer for syncing to my iPad?

I have a problem. Non of the computers in my house have a Blu Ray drive so I've only been able to rip dvd's. Even without downscaling (literally just converting .vob to .mp4/m4v) the video's look extremely grainy on my iPad. I have a playstation and I've noticed that when it upscales video's they look a lot better. So I would like to know how I could upscale those mp4 or vob video's on my computer which I could then sync to my iPad.
