In Windows 7 there is two ways

Via Start menu: Click the start menu, then default programs, then click on "Set programs access and computer defaults" (if the default programs is not listed, you may need to enable it in the start menu properties)

In the browser: Usually in many browser's options or preference menu, there is a setting that let you set the browser as the default choice.

Under windows, control panel, default programs, select opera and set it to default, it will then be used for anything that "can" be launched using it. - links etc.
