Is there an official program that allows you to run OSX on Windows. Like the one that you can run Windows on a Mac.???

No, you'll need to download some things off the Internet and follow tutorials on how to install these things, and they modify the contents of the OS. This is illegal, potentially dangerous because of viruses, and not allowed to be discussed on these forums.

You can legally run OSX Server in a virtual machine. VMWare Workstation 7 has official support for this.

Apple doesn't want their operating system on anything other than their hardware. I don't blame them. I prefer the operating system to work well with the hardware that I'm using, and I think that Apple has achieved a very well polished platform.

Not legally but there are ways to dual boot mac OS X and windows on a windows machine, but there might be some incompatibilities with your machine and the operating system.
