I made a forum where people can post content and have other members create tags for it. Any ideas on how I get people to join and participate.

The first 2 things i'd probably do are make an official Fan Page/Like Page on Facebook, And make a Twitter account in your site's name. Begin referring your followers and friends from your own channel/profile to the pages you've created and at least then the site name and logo should have become familiar to them.

The thing about getting people to a webpage is you need something to attract them, for example, Lockergnome.net attracts people because of the youtube page.

People are not just going to go to you forum and start posting, try to attract them with content first.

At most message boards, you're allowed to advertise in your signature. Try putting a link or an image link to your site in your signature there (check the rules first, as some do not allow it). Most forums and sites where you create profiles have a space for a website link, so you can put it in there. At some places, you can post your forum to get rated, so you can get ideas on how to improve it so you can it up and running. Those are just a few of many ideas out there.
