Specifically I am looking for something that has a time tracking capability, but there are so many out there that I thought I would ask what everyone's opinion is on this.

Check out Redmine. You'll have to find a host or host it yourself, but it's an amazing piece of software.

I agree with Trueb - looks like Microsoft Project 2010 would be your best bet. Project scheduling software will help to set a timeline for a project, help allocate resources, estimated cost etc.

MS Project is great but it's expensive. You can get the same features of MS Project with other software packages. In fact, there are many of them. You can try project management software alternatives so you can evaluate which one is best for you.

The most popular alternative to Microsoft Project on AlternativeTo.org is TeamLab. Full list: http://alternativeto.net/software/microsoft-project/?exactmatch=true

The question is not resolved yet, so I give my 2 cents. Microsoft Project is really good enough but it seems a bit resource-demanding and expensive. I'm not sure you should invest more than $750 for a copy of the software. I'd better explore the server-side online software tools like Basecamp, Comindware or Pivotal Tracker. BTW the last two are excellent for project management of agile software development teams.

I'd highly recommend BrightWork. BrightWork works on SharePoint which purpose is to collaborate on documents. BrightWork then gives visibility into all the collaboration across the organisation with gantt charts, timelines, calenders, dashboards, pie charts etc. BrightWork lets you report this data so everybody in the organisation can directly see the work which they are responsibly for. It creates accountability in the organisations and creates an efficient project management structure within an organisation.
