Do you think that Apple is secretly making improvements to the iPhone 4 and will be shipping modified units as soon as September (when the free Bumper program ends)?
I've heard rumors that they have already tweaked the iPhone 4 to improve the "problem" with the antenna. People who have returned their phones for replacements are seeing very subtle differences with the "new" phone. They may be coating the exposed steel band with a clear sealer to reduce conductivity from your hand. It's not really a redesign, but an enhancement. If it's true, then it's a stealth maneuver.

I believe they will deplete the current inventories and start manufacturing the next supply with improvements to reduce the antenna problem. It will be the iPhone 4.01 or something similar. It will not be inherently different, just better in it's performance.

Maybe I wouldn't be surprised because it would cost Apple about 1.5 Billion dollars to make a public recall

Well I'd expect a new model with a fix to the antenna problem in Ocotber. The free cases go until September 30th of this year, so that's a clue that they might be issuing a hardware fix around that date.

Possibly. I have a question though. HOW would they modify it? What would they do to make it better?
