RunDLL problems?

I've just done a clean reinstall of Windows 7 Ultimate x64 but every time it boots up to the desktop I get this following message: "There was a problem starting C:Windowssystem32configsystemprofileAppDataLocalefoduqiruhakucad.dll Acces is denied"

What exactly does this mean and how can I resolve it?

It's only happened within the last few hours, I reinstalled a few days a go.
