I have Windows 7 but am very familiar with XP I would suggest trying to restore Internet Explorer to it's original factory condition since this does seem to be an IE problem. Here is a link to the Microsoft website to restore the IE settings to their original factory condition.

If this does not work let me know.

I would say either restore Internet Explorer to it's factory preset, and if that doesn't work you coupld wipe your hard drive and reinstall windows.
