What is the best way of online advertisement? I'm looking for a cheap or free one that helps get costumers?

Google Adsense might be your solution, I don't know how it works but just an idea.

If he wants to be an advertiser, versus a site that runs other people's ads, he actually wants Google AdWords (http://adwords.google.com/), not Google Adsense.

O, sorry wrong one. The only reason that i recommended it is because i though it might help. I have heard good things about it from people. Its hard to believe that i am being reprimanded by people for trying to help someone. If it didn't work out for him he could try something else.
